Russia, China plan war games, arms sales. Could alliance be in the cards?
Russia and China are planning to hold large-scale joint naval drills in the Mediterranean and Pacific next year, as deepening economic and political cooperation appear to be driving the two giants to at least discuss the idea of forming a military bloc. Both countries are rapidly jacking up their military spending and modernizing their forces. China is set to spend an unprecedented $132 billion of defense this year. Meanwhile, Russia is in the midst of a sweeping five-year $700-billion rearmament program, and has lately begun restoring Soviet-era bomber patrols across much of the West's airspace. Russian officials say the upcoming naval drills are designed to demonstrate that Russian and Chinese fleets can operate together in bodies of water half a world apart.

Preparedness for a nuclear conflict could prove as the foremost tactical advantage of Russia over the United States, likely positioning Moscow to score a win in case a shooting World War III with Washington as nemesis erupts. Noting the recent reports that Russia has gained the upper hand in nuclear weapons capability against the United States, Forbes contributor James Conca argued in his article that America's most pressing concern is complacency. Nuclear war is non-existent. In his report, Conca outlined the deteriorating state of America's nuclear weapons that in October 2013 was highlighted by the departure of a U.S. general who was supposed to steer into top shape the country's Intercontinental Ballistic Missile (ICBM) command.

If the United States and Russia fought a nuclear war, who would win?  You might be surprised by the answer.  Under the Obama administration, the rapidly aging U.S. strategic nuclear arsenal has been shrinking.  Meanwhile, the Russians have been developing an entirely new generation of bombers, submarines and missiles that have the capability of delivering an absolutely crippling first strike.  At this point, most Americans consider a full-scale nuclear war to be inconceivable.  But in Russia attitudes are completely different.  To the Russians, the United States is enemy number one these days and the Russians are feverishly preparing for a potential military showdown.  Of course the Russians don’t actually want to have to resort to nuclear war.  Such an event would be an unspeakable horror for the entire globe.  But if one does happen, the Russians want to make sure that they are the ones that come out on top.

A new round of Russian nuclear weapons development, their new aggressive posture and their new spurning of joint nuclear programs with the United States, all point to a disconcerting trend in Russian thinking amid a growing confidence in the nation’s military capabilities. Americans have short memories. Russians don’t. It’s only been 25 years since the Wall came down, but in Russia’s mind the Cold War didn’t end. If Russia’s invasion of Ukraine isn’t enough of a heads-up, then maybe their new generation of tactical nuclear weapons is. On September 10, Putin said Russia will develop a new guaranteed nuclear deterrent to counter the United States and NATO.
