Ukraine and pro-Russian rebels agree ceasefire
Ukraine and pro-Russian rebels agreed a ceasefire on Friday, the first step towards ending fighting in eastern Ukraine that has caused the worst standoff between Moscow and the West since the Cold War ended. The guns mostly fell silent when the truce began at six p.m. (1500 GMT) but occasional explosions and shelling could still be heard near the rebel stronghold of Donetsk later in the evening and many war-weary Ukrainians doubt it will hold.

Vladimir Putin has boasted to European leaders that his forces could sweep into Kiev in two weeks if he wanted. The Russian president reportedly made the threat to the European Commission president during talks on the Ukraine crisis. Mr Putin told Jose Manuel Barroso: “If I want to, I can take Kiev in two weeks,” Italy’s La Repubblica newspaper reported, implying this could be the result if the EU stepped up sanctions against Russia. His comments, relayed by Mr Barroso to colleagues at last weekend’s EU summit, emerged as Nato announced it would build a new “spearhead” rapid reaction force of up to 4,000 troops that can be flown into eastern Europe in 48 hours to respond to possible Russian aggression.

Don't Mess With Nuclear Russia, Putin Warns at Youth Camp
President Vladimir Putin said Friday that Russia's armed forces, backed by its nuclear arsenal, were ready to meet any aggression, declaring at a pro-Kremlin youth camp that foreign states should understand: "It's best not to mess with us."  Putin told the assembly, on the banks of a lake near Moscow, the Russian takeover of Crimea in March was essential to save a largely Russian-speaking population from Ukrainian government violence. He said continued fighting in eastern Ukraine, where pro-Russian separatists launched an uprising in April, was the result of a refusal by Kiev to negotiate.

Russian General Calls for Preemptive Nuclear Strike Doctrine Against NATO
A Russian general has called for Russia to revamp its military doctrine, last updated in 2010, to clearly identify the U.S. and its NATO allies as Moscow's enemy number one and spell out the conditions under which Russia would launch a preemptive nuclear strike against the 28-member military alliance, Interfax reported Wednesday. Russia's military doctrine, a strategy document through which the government interprets military threats and crafts possible responses, is being revised in light of threats connected to the Arab Spring, the Syrian civil war and the conflict in Ukraine, the deputy chief of the Kremlin's security council told RIA Novosti on Tuesday.

Russia Planning Major Nuclear Military Exercises
The forces responsible for Russia's strategic nuclear arsenal will conduct major exercises this month involving more than 4,000 soldiers, the Defense Ministry said on Wednesday, in the latest sign of rising tension with NATO over the Ukraine crisis. In an announcement a day before the start of a NATO summit in Wales, RIA news agency quoted the ministry as saying the exercises would take place in Altai in south-central Russia and would also include around 400 technical units and extensive use of air power.
